There’s room for “no”, if paired with “why”.

I imagine that yes is the majority being, but not the only living thing.  I do believe that when someone requests something, the default answer on the tip of your tongue should be yes.  However, “Yes Men are redundant”.  So, an employee asking for a reasonable resource should get a yes, if you can make it so.  A bunch of subordinates answering yes if you ask them what they think of your idea: not so much.

When asked your opinion, give it!  When you disagree, push back!  When you’re asked for help, give it.  When asked for a resource, as I said above, try to give it.  If you can’t give it, for whatever reason, the answer “no” should indeed be extinct.  But “No, and here’s why I can’t” should be among the living options.
